Allows local contracting agencies to set goals for awarding a percentage of total procurement dollars to joint ventures that include at least one qualified women's, minority, or veteran business enterprise

Requires each member of a joint venture to contribute property, capital, efforts, skill, and knowledge, with terms specified in a written agreement

Maintains existing annual reporting requirements, with contracting agencies submitting reports by January 31 on set-aside goal attainment, including joint venture contracts
