Establishes a Fire Station Rehabilitation and Maintenance Code requiring annual testing for asbestos, mold, lead, and other harmful substances (every six months for stations built before 1978), with remediation required within six months of detection.

Mandates all covered fire stations install HVAC systems with carbon air filters and HEPA purification, plus steam rooms for firefighter detoxification.

Applies only to paid or part-paid fire departments serving populations of 300,000 or more, with those departments required to replace fire trucks every 10-15 years and eligible for reimbursement up to $10 million per fleet replacement.

Appropriates $140 million total: $110 million from the General Fund to the Fire Station Rehabilitation and Maintenance Fund, $10 million from federal COVID relief funds, and $30 million to the Fire Equipment Replacement Fund.

Permits municipalities to impose surcharges on fire inspection fees to fund compliance, and requires a study assessing financial needs for fire departments serving populations under 300,000.
