Establishes the New Jersey Community Learning Program within the Department of Education to provide comprehensive after-school programs in communities most impacted by cannabis criminalization, including services during non-school hours and summer recess.

Defines "impact zones" as municipalities with populations of 120,000+ or those ranking in the top 40% for marijuana-related arrests, with high crime indexes (825+) and unemployment rates in the top 15% statewide.

Requires impact districts to conduct two public hearings for community input and submit detailed program plans to the Commissioner of Education within 120 days, covering services, staffing, schedules, eligibility criteria, and cost estimates.

Creates the non-lapsing New Jersey Community Learning Assistance Fund, funded beginning in State Fiscal Year 2027 by a portion of State cannabis sales tax revenue as determined by the Cannabis Regulatory Commission.

Mandates the State to fully fund program costs for impact districts, with any shortfall from cannabis revenues to be supplemented by appropriations from the Property Tax Relief Fund.
