Creates a statewide "Purple Alert System" for rapid dissemination of information about missing persons who may be in danger of death or serious bodily injury

Requires the Attorney General to establish the voluntary, cooperative alert system between State and local law enforcement agencies and print, radio, and television media outlets

Mandates the Missing Persons Unit in the Division of State Police, working with the Department of Transportation, to develop procedures for using highway changeable message signs when vehicle information is available and confirmed

Establishes four criteria for activation: a missing persons report filed with local law enforcement, belief the person may be in danger, sufficient information to indicate an alert would help, and enough details to share with the public

Takes effect on the first day of the seventh month following enactment, with the Attorney General authorized to adopt guidelines and conduct a public education campaign about the system
