Requires the New Jersey Department of Health to collect random oral health data samples from pre-school and school-aged children in each county on a biannual basis using the Basic Screening Survey developed by the Association of State and Territorial Dental Directors.

Data collection must be conducted in conjunction with licensed dentists and related staff, and requires informed written consent from a parent or guardian.

All collected data must comply with federal and State privacy laws.

The Department of Health must submit a biennial report to the Governor and Legislature containing findings and recommendations based on the oral health data collected.

The Basic Screening Survey is designed to identify gross dental or oral lesions rather than provide thorough clinical examinations or treatment plans.
