Allows individuals with suspended or revoked driver's licenses to apply to municipal court for a restricted use license permitting travel only to and from employment or education during specified hours and routes.

Excludes drivers convicted of DUI (R.S.39:4-50) from eligibility for the restricted license.

Requires courts to consider the applicant's financial hardship without a license and likelihood of reoffending when making determinations.

Mandates a distinctively colored placard be displayed in the rear window of any vehicle driven by a restricted use licensee, with a maximum fee of $100 for the license and placard.

Takes effect 60 days after enactment, based on a 2018 recommendation from the Supreme Court Committee on Municipal Court Operations, Fines, and Fees.
