Requires health insurance carriers to reimburse telemedicine and telehealth services at the same rate as identical in-person services, making permanent a provision from P.L.2021, c.310 that was set to expire.

Behavioral health services delivered via audio-only telephone must be reimbursed at full in-person rates, with no reduction for lack of video.

Physical health services delivered via audio-only telephone (without video) must be reimbursed at least 50% of the in-person rate.

Prohibits carriers from restricting provider locations, technology platforms used for telehealth, or limiting coverage to specific third-party telehealth organizations.

Applies to all health benefits plans including private insurance, State Medicaid, NJ FamilyCare, and plans purchased by the State Health Benefits Commission and School Employees' Health Benefits Commission.
