New Jersey Motor Vehicle Commission must establish an online insurance verification system to identify uninsured motorists, with the system becoming the sole method for verifying motor vehicle insurance in the state.

Law enforcement officers will have real-time access to verify insurance compliance during traffic stops, with the system also accessible to courts and other authorized state entities.

Motor vehicle insurers authorized in New Jersey must provide policy information to the verification system and cooperate with its establishment, following Insurance Industry Committee on Motor Vehicle Administration (IICMVA) standards.

The Commission may suspend or revoke vehicle registrations when there is reason to believe a vehicle is being operated without insurance; reinstatement requires proof of insurance and payment of applicable fees.

A 9-month pilot program must be completed and the system fully operational within one year of the act's effective date, with a report to the Governor and Legislature on costs and effectiveness due within two years.
