Creates the Office of Citizen Involvement, Land Use, and Planning Advocate within the Department of State to provide information, guidance, and training to the public on land use law, zoning, and planning matters

Abolishes the existing Office of Planning Advocacy and transfers all its programs, personnel, obligations, and funding to the new office

Requires the new office to maintain a centralized database on developments of regional impact, warehouses, and similar projects, consolidating information typically spread across multiple state agencies including Environmental Protection, Health, Transportation, and Community Affairs

Transfers responsibility for the basic land use law course (required for planning board and zoning board members) from the Commissioner of Community Affairs to the new office's Director, who must also track course completion and provide for removal of non-compliant board members

Takes effect on the first day of the fourth month following enactment
