Eliminates the current requirement that landowners provide 50% of project costs for soil and water conservation grants on preserved farms in New Jersey.

Requires grant applications to be submitted to county agriculture development boards only when the county provides funding; otherwise, applications go directly to the local soil conservation district and State Soil Conservation Committee.

Establishes repayment requirements for grant recipients who fail to maintain projects for the agreed-upon term (minimum 3 years), with repayment calculated on a pro rata basis.

Exempts grant recipients from repayment obligations in cases of bankruptcy, death, incapacitating illness, or documented extreme weather events.

Amends P.L.1983, c.32 (C.4:1C-24) governing soil and water conservation projects on lands under farmland preservation programs or development easements.
