Establishes the Code Blue Shelter Matching Grant Program in the Department of Community Affairs to provide matching grants to 501(c)(3) nonprofit organizations that offer shelter services during Code Blue weather alerts

Requires applicants to have received an underlying grant from a county or municipality within 12 months prior to applying, with the state matching that local grant amount

Caps matching grants at $50,000 per calendar year for applications related to underlying grants from any single county or municipality

Awards grants on a first-come, first-served basis and prohibits the department from capping the total number or amount of matching grants any individual nonprofit may receive

Requires the Commissioner to submit a report to the Governor and Legislature within three years assessing program effectiveness in addressing homelessness and at-risk populations
