Establishes a 21-member Watershed Council within the Department of Environmental Protection to analyze flooding and environmental issues affecting New Jersey's watersheds

Each member represents one of the state's 21 watershed management areas and must be appointed by the Governor within 60 days of the act's effective date, in consultation with The Watershed Institute and other environmental groups

Council members serve staggered three-year terms, meet at least quarterly, and must have expertise in environmental issues, flood matters, or land use

Requires the council to assess DEP's Watershed and Land Management programs for effectiveness in planning, permitting, mitigation, restoration, flood protection, stormwater management, and water quality preservation

Council must submit an annual written report with recommendations for legislative or regulatory action to the DEP Commissioner, Governor, and Legislature within 12 months of organizing
