Appropriates $1.5 million from the General Fund, with grants of up to $500,000 awarded to three public institutions—one each in southern, central, and northern New Jersey

Requires applicant institutions to submit plans for program establishment or expansion, including partnerships with nonprofits and local wineries to provide real-world industry experience

Permits students under age 21 to enroll in wine and grape science programs, but prohibits them from coursework or events involving alcohol consumption

Mandates the Secretary submit a report to the Governor and Legislature six months before program conclusion, including student participation data and recommendations for continuation or expansion
