State Planning Commission must promulgate rules or publish regulatory guidance within three months of enactment to assist municipal planning boards in reviewing warehouse development applications under the Municipal Land Use Law.

Guidance must be in plain-language format with examples of questions and reports to address community concerns including traffic volumes, road safety, and environmental considerations, and must be posted on the commission's website.

Commissioner of Community Affairs must incorporate the warehouse guidance into the mandatory land use training course for planning board and zoning board members.

"Warehouse" is defined broadly to include any building storing cargo, goods, or products for later distribution to wholesale or retail customers, including distribution centers and flex-warehouses.

The bill takes effect immediately upon enactment, responding to increased warehouse development driven by e-commerce growth and related neighborhood impact concerns.
