Replaces the fixed 6% per annum interest rate in New Jersey eminent domain cases with a court-determined rate based on factors such as prevailing commercial interest rates, prime rates, and rates that justly indemnify property owners for loss of use of compensation owed.

Amends multiple sections of New Jersey law governing condemnation proceedings by various state entities, including the Department of Transportation, New Jersey Turnpike Authority, and the Commissioner of Environmental Protection.

Directs courts to determine interest rates in a summary manner after final compensation determination, considering what would appropriately compensate the condemnee for delayed payment.

Updates gendered language throughout the affected statutes, replacing "him/his" with gender-neutral "the person/the person's" terminology.
