Creates a non-lapsing "Civil Air Patrol Fund" within the Department of Military and Veterans' Affairs, funded by $100,000 annual appropriations from the General Fund, plus federal grants and public donations.

Authorizes fund expenditures for cadet programs in STEM, aviation, search and rescue, disaster relief, cyber training, and flight training.

Permits funding for equipment purchases including Redbird flight simulators, mobile disaster relief equipment, and hangar space rental and maintenance.

Supports training programs including Emergency Services volunteer preparation, First Aid/CPR certification, American Red Cross shelter manager training, and Incident Command System courses.

Appropriates an initial $100,000 from the General Fund to establish the fund upon enactment.
