Removes the requirement that a murder victim be under 18 years old to trigger mandatory life imprisonment without parole when the murder is committed during sexual assault or criminal sexual contact.

Expands mandatory life without parole sentencing to apply to all murder convictions occurring during the commission of sexual assault (N.J.S.2C:14-2) or criminal sexual contact (N.J.S.2C:14-3), regardless of victim age.

Amends N.J.S.2C:11-3, New Jersey's murder statute, by deleting subparagraph (a) which previously limited the enhanced sentencing provision to victims under 18.
