Requires the Department of Human Services to establish monthly information sharing with the Department of Corrections, Administrative Office of the Courts, and counties to identify incarcerated individuals enrolled in Medicaid, Work First New Jersey, or SNAP benefits.

Mandates immediate suspension of eligibility for incarcerated individuals found to be receiving these benefits through monthly cross-referencing of incarceration data with program enrollment records.

Eliminates the Commissioner of Human Services' existing authority to extend Medicaid eligibility to individuals during their first month of incarceration and removes authority to extend Work First New Jersey eligibility to incarcerated individuals by regulation.

Clarifies that Medicaid payments to managed care organizations for care or services provided to inmates in federal, state, or local correctional facilities are prohibited.

Takes effect on the first day of the seventh month following enactment, with the bill citing a 2013 State Comptroller report that identified over $12.6 million in improper payments to incarcerated individuals between July 2009 and April 2011.
