Establishes the "Education Investment Act" creating an equity financing for education program at select New Jersey public institutions of higher education, to be chosen by the Commission on Higher Education.

Allows undergraduate and graduate students to defer payment of tuition and other covered expenses until after completing their education, then repay through a fixed percentage of their income over a set number of years.

Participating students may repay more, less, or the same amount as their original deferred expenses depending on their post-graduation income.

Requires participating institutions to establish contract terms including the income percentage collected, repayment length, deferment/cancellation conditions, and default provisions, potentially in consultation with third-party investors.

Institutions bear program costs during the deferment period but may partner with third-party investors who receive a share of future student repayments in exchange for covering those costs.
