Amends N.J.S.18A:7-1 to allow the Governor to remove executive county superintendents of schools "at the pleasure of the Governor" without cause at any time before the end of their three-year term

Removes existing statutory language requiring superintendents be removed only "pursuant to law," replacing it with at-will employment status

Executive county superintendents would still be appointed by the Governor upon recommendation of the Commissioner of Education and with Senate advice and consent

Superintendents must hold appropriate certification and have been New Jersey residents for at least three years prior to appointment

Takes effect immediately upon enactment
