Creates the crime of "political violence" when specific offenses (including murder, assault, kidnapping, sexual assault, robbery, arson, and terrorism) are committed to interfere with or retaliate against someone based on their political affiliation or expression.

Grades political violence one degree higher than the underlying offense, with first-degree cases carrying sentences of 15 to 30 years; convictions do not merge with the underlying offense, requiring separate sentences.

Establishes an 11-member Political Violence Review Board within the Department of Law and Public Safety to review investigations, collect data, and analyze potential disparities in case handling based on race, ethnicity, gender, age, or political affiliation.

Requires the Division of Criminal Justice to develop training curriculum on political violence, with all law enforcement officers and assistant county prosecutors mandated to complete initial training within 90 days and annual in-service training of at least 4 hours.

Takes effect immediately for the crime definition and review board provisions, with training requirements effective 90 days after enactment.
