Creates "Sons of the American Legion" specialty license plates in New Jersey, with design selected by the Motor Vehicle Commission in consultation with the Sons of the American Legion Detachment of New Jersey

Requires a $50 application fee plus $10 annual renewal fee, in addition to standard registration fees, with proceeds deposited into a dedicated "Sons of the American Legion License Plate Fund"

Mandates the Sons of the American Legion Detachment of New Jersey contribute up to $25,000 in non-public funds and submit at least 500 completed applications before the program can begin

Establishes that fund proceeds will be appropriated annually to the Sons of the American Legion Detachment of New Jersey for their programs

Authorizes the chief administrator to discontinue the license plate program if production costs exceed $50 per plate for two consecutive fiscal years
