Extends Medicare health care coverage to all New Jersey residents regardless of age, health, or disability status, requiring only 30 days of state residency to qualify

Directs the State to apply to the federal Centers for Medicare & Medicaid Services (CMS) for waivers needed to implement the expansion, including provisions to cover current Medicaid and veterans' benefits recipients

Requires CMS to estimate program costs and establish Medicare premiums for New Jersey residents, offsetting costs with current Medicare and Medicaid payment revenues

Prohibits private health insurance carriers from offering plans that duplicate Medicare-covered services once the universal coverage takes effect

Section 1 takes effect immediately upon enactment; Section 2 (private insurance prohibition) takes effect when federal approval is granted
