Creates the Office of the State Chief Efficiency Officer within the Department of the Treasury, with the officer appointed by the Governor with Senate consent and serving at the Governor's pleasure during their term.

Requires each State Executive Branch department to have an Efficiency Officer, while counties and municipalities may optionally establish the position.

Mandates monitoring of taxpayer fund spending across government, including office supplies, utility usage, performance tracking, and budget and operations systems assessment.

Requires the State Chief Efficiency Officer to issue an annual report to the Legislature detailing cost savings achieved statewide and by each department, county, and municipal Efficiency Officer.

Establishes a public webpage on the Department of the Treasury website to publish all annual efficiency reports from state, county, and municipal levels.
