Authorizes the New Jersey Economic Development Authority (EDA) to provide grants to farmers from the Global Warming Solutions Fund for replacing inefficient irrigation equipment with energy-efficient, water conservation technology

Eligible equipment includes drip irrigation systems, irrigation controllers, soil moisture sensors, rain sensors, rainfall shutoff devices, pump automation systems, drones, efficient sprinkler heads, and efficient pumps and pipes

Adds agricultural entities to the list of eligible recipients alongside commercial, institutional, and industrial entities already authorized to receive Global Warming Solutions Fund grants

Requires grant applicants to demonstrate that old irrigation equipment has been dismantled or permanently decommissioned upon project completion

The EDA receives 60% of annual appropriations from the Global Warming Solutions Fund, which is funded by greenhouse gas emissions allowance sales under the Regional Greenhouse Gas Initiative (RGGI)
