Mandates an initial report to the Governor and Legislature within 18 months of enactment, with annual updates thereafter.

Gaming platforms and video game marketplaces must cooperate with the investigation, including responding to subpoenas within 30 days, providing requested data, and not retaliating against employees or users who assist law enforcement.

Companies that fail to cooperate face civil penalties of up to $5,000 per violation, with penalties deposited into the Human Trafficking Survivor's Assistance Fund.

Companies acting in good faith to comply with investigation requirements receive immunity from civil and criminal liability; the Attorney General may enter confidentiality agreements to protect proprietary information and user privacy.
