Requires the State Comptroller to investigate reports and collaborate with agency heads to develop corrective plans when claims are found valid

Mandates an electronic and printable reporting form with an option for employees to remain anonymous to supervisors outside the Comptroller's office, with personal identifying information exempt from public records disclosure

Requires all state department and agency websites to display a prominently located link to the reporting form; takes effect 60 days after enactment
