Creates the Statewide Skills Academy Network under the Secretary of Higher Education to improve collaboration among county colleges, vocational schools, and union training providers for workforce skills development

Requires regional skills academies to provide short-term, stackable credential programs in high-demand sectors, with grant priority given to academies offering evening and weekend training

Directs the network to identify gaps between employer-required credentials and available training programs, and to improve geographic equity in training access across New Jersey

Appropriates $1 million from the General Fund to the Office of the Secretary of Higher Education to establish and fund the program

Requires the Secretary to annually pursue federal, state, and private grant funding to support the network and regional skills academies
