Establishes the New Jersey Council on Access and Mobility within the Department of Transportation to improve transportation coordination for persons with disabilities and senior citizens.

Council comprises 17 members including 11 ex-officio state officials (Commissioners of Transportation, Human Services, Education, Community Affairs, Labor; NJ Transit Executive Director; directors of disability and aging services; State Treasurer; Ombudsman for Individuals with Intellectual or Developmental Disabilities) and 6 public members appointed by legislative leaders.

Public members must represent specific organizations including Disability Rights New Jersey, The Arc of New Jersey, NJ Statewide Independent Living Council, NJ Council on Developmental Disabilities, Rutgers Voorhees Transportation Center, and NJ Council on Special Transportation.

Council must meet at least annually to study existing transportation services, analyze federal funding opportunities, inventory funding sources, coordinate services across agencies, and recommend legislative or executive actions.

Members appointed within 60 days of enactment serve staggered three-year terms without compensation, with the Department of Transportation providing staff support.
