Revises the formula for distributing Alcohol Education, Rehabilitation and Enforcement Fund (AEREF) monies to New Jersey municipalities for municipal court maintenance.

Requires municipalities to annually report drunk driving arrest numbers to the Administrative Office of the Courts beginning January 15, 2023, eliminating the previous system based on increases from a 1980 base year.

Calculates each municipality's allocation using a two-part formula: 50% based on the preceding year's arrests and 50% based on the five-year average of arrests, combined to determine a total unit dollar value per arrest.

Allocates funds proportionally based on each municipality's total unit dollar value relative to the total funds available in the Municipal Court Administration Reimbursement Fund.

Funds may be used for municipal court operations, including payments to judges, prosecutors, and court personnel for work beyond regular hours.
