Adult recipients of Work First New Jersey (WFNJ) benefits would be subject to random drug testing, with testing procedures to be established by the Commissioner of Human Services

The WFNJ program would cover all costs associated with drug testing

Test results cannot be used to deny eligibility for WFNJ or other public assistance programs, but the commissioner may require completion of an approved drug treatment program as a condition of continued WFNJ benefits

The Commissioner of Human Services must apply for any required federal waivers to implement the drug testing program

The bill takes effect seven months after enactment, except the federal waiver application requirement takes effect immediately
