New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) must verify their toll collection monitoring systems are functioning properly without technical or mechanical errors before sending advisory and payment requests or issuing administrative fees for alleged toll violations.

If either authority determines the toll collection monitoring system is malfunctioning, it must take steps to restore functionality and is prohibited from issuing any advisory notices or administrative fees until the system is fixed and confirmed operational.

Each authority is required to establish its own procedures for determining the manner and frequency of system functionality evaluations before issuing violation notices.

The bill amends P.L.1997, c.59 and would take effect on the first day of the third month following enactment, though authorities may take preparatory administrative actions in advance.
