Requires the New Jersey Board of Public Utilities (BPU) to establish best practices for electric public utilities covering electric generation, transmission, operations and maintenance, emergency preparedness, vegetation maintenance, consumer education, business management, and affordability/cost containment

BPU must create objective benchmarks to assess utility compliance with best practices and determine what constitutes "adequate progress" toward meeting those benchmarks

Rate increase requests will be denied for any electric public utility that fails to demonstrate adequate progress toward meeting the established benchmarks at the time of their base rate case filing

When denying a rate increase due to inadequate benchmark progress, BPU must provide the utility with a compliance assessment including specific remedial action steps to achieve adequate progress

BPU must publish best practices on its website, periodically revise them to reflect current national, state, and industry standards, and compare each utility's compliance against other New Jersey utilities during rate reviews
