Creates the "New Economy Opportunity Skills System Pilot Program" in three local areas to coordinate workforce training efforts among local workforce development boards, community colleges, and county vocational school districts

Requires joint development of workforce training programs emphasizing industry-recognized credentials, collaborative marketing and outreach, and integrated funding coordination

Directs the State Employment and Training Commission to develop a statewide strategy for expanding the pilot program, including recommendations for legislative changes and an implementation timeline

Designates community colleges and county vocational school districts as preferred providers of postsecondary education, workforce training, and adult literacy programs for state workforce development services

Appropriates necessary funding from federal sources if available, otherwise from the New Jersey Workforce Development Partnership Fund and Supplemental Workforce Fund for Basic Skills; the program expires three years after enactment
