Prohibits electric and gas public utilities from collecting rate adjustments or incentive mechanisms that compensate for lost revenue when customers reduce energy usage through participation in energy efficiency, conservation, peak demand reduction, or renewable energy programs.

Amends P.L.2018, c.17 and P.L.2007, c.340 to remove provisions allowing utilities to recover revenue impacts from sales losses resulting from energy efficiency and peak demand reduction programs.

Utilities remain eligible for rate treatment including return on equity for investments in energy efficiency and renewable energy programs, but cannot use mechanisms that "decouple" utility revenue from actual electricity and gas sales.

Sponsored by Assemblyman Alex Sauickie (District 12) in response to Division of Rate Counsel testimony that conservation incentive programs allow utilities to charge lost revenues back to all consumers, including those who did not participate in efficiency programs.
