Applies to residential products and appliances bearing the EPA's Energy Star label that are part of utility energy efficiency or peak demand reduction programs approved by the Board of Public Utilities.

Public utilities retain authority to determine eligibility requirements for rebates on Energy Star-rated products and appliances.

Aims to increase consumer adoption of energy-efficient appliances by simplifying the rebate process and reducing upfront costs at checkout.

Takes effect immediately upon enactment.
