Utilities must consult with the Board of Public Utilities to identify which service areas require pre-placement of repair equipment

Pre-placed equipment must be regularly maintained, technologically updated, and functionally reliable for timely power restoration

The Board of Public Utilities must adopt rules establishing guidelines for the types of repair equipment to pre-place and best practices for logistics and procedures
