Electric public utilities must submit transmission project proposals to the Board of Public Utilities (BPU) for approval before constructing new or modifying existing transmission lines in New Jersey.

Proposals must identify potential impacts on the environment, scenic sights, historic sites, and public safety, along with documentation of all associated project costs.

Utilities must demonstrate the project meets a proven need through public benefits such as improved reliability, increased economic development, reduced consumer costs, or meeting increased energy demand.

Proposals must identify any alternative project ideas that could meet the same need at lower total cost.

The BPU must review proposals within 90 days and approve only those determined to be reasonable, within the public interest, and cost effective.
