Excludes local library cooperatives from the definition of "contracting unit" under New Jersey's Local Public Contracts Law, exempting them from public bidding requirements

Defines "local library cooperative" as a nonprofit corporation organized under P.L.1983, c.127 that includes academic, institutional, public, school, or special libraries providing cooperative or reciprocal library services

Allows contracting units to purchase goods and services from local library cooperatives without public advertising for bids, regardless of contract amount

Exempts goods and services provided by local library cooperatives from the definition of "library and educational goods and services" subject to bidding requirements

Takes effect immediately upon enactment
