Extends the deadline for New Jersey Board of Public Utilities to approve transmission-scale energy storage incentive awards from June 30, 2026 to December 31, 2026 for the 1,000 MW AC procurement goal.

Modifies Tranche 2 project maturity requirements to allow projects that are in the process of undergoing a Phase I System Impact Study through PJM, rather than requiring completed studies with Decision Point I Readiness Deposits.

Removes the requirement for Tranche 2 applicants to have paid a Decision Point I Readiness Deposit to PJM, expanding eligibility for incentive awards.

Maintains the existing Tranche 1 deadline of December 31, 2025 for approving at least 350 MW AC in incentive awards.

Amends P.L.2025, c.136, which established the BPU energy storage procurement program providing 15-year incentive awards for transmission-scale storage systems.
