Creates the New Jersey Skills Service Corps in the Department of State to provide paid volunteer opportunities that include workforce training and credential certification for adult residents age 18 and older.

Participants must volunteer at least 15 hours per month with a State entity for 1-24 consecutive months to receive a monthly stipend, while gaining industry-valued credentials such as apprenticeship hours.

Volunteer work areas include State infrastructure, renewable energy, healthcare, education support, and community development, with priority given to participants from underserved communities.

Establishes a dedicated non-lapsing fund supported by State appropriations, federal grants, AmeriCorps, Community Development Block Grants, and nonprofit partnerships.

Program participants are not considered employees and receive only benefits available to other volunteers under existing law.
