Prohibits the New Jersey Turnpike Authority (NJTA) from charging or collecting tolls on any highway project it operates, including the New Jersey Turnpike and Garden State Parkway, effective upon enactment

Prohibits the South Jersey Transportation Authority (SJTA) from charging or collecting tolls on any highway project it operates, including the Atlantic City Expressway

Requires both authorities to adopt rules and regulations through the Administrative Procedure Act to implement the toll prohibition, including amending or repealing existing toll-related regulations

Allows both authorities to continue collecting non-toll revenues such as fees, rents, concession charges, fares, and passenger facility charges

Permits toll revenues collected prior to the effective date to continue being used for highway projects on an interim basis according to terms established by the authorities
