Appropriates $111.6 million from natural resource damages settlements to the New Jersey Department of Environmental Protection for habitat restoration, land acquisition, and restoration oversight projects.

Allocates $102.4 million for restoration and acquisition projects across multiple water regions: $54.455 million for the Lower Delaware Water Region, $33.5 million statewide, $10.25 million for the Northeast Water Region, $2.25 million for the Atlantic Water Region, and $1.345 million for the Raritan Water Region.

Designates $600,000 for restoration oversight at two specific sites: the Ciba-Geigy Superfund Site ($500,000) and Headgates Dam Removal ($100,000).

Reserves $9.2 million for administrative costs associated with implementing these projects.

Authorizes DEP to reallocate funds among projects with Treasury approval and to distribute moneys as grants or loans to local governments and nonprofit organizations.
