Creates a 15-member Fleet Conversion Task Force within the Department of Environmental Protection to study challenges commercial motor vehicle fleet owners face in converting to zero-emission vehicles

Task force membership includes 6 ex-officio members (commissioners from DEP, Transportation, BPU, plus executives from NJ Transit, Port Authority, and EDA) and 9 public members appointed by the Governor, Senate President, and Assembly Speaker

Requires the task force to hold public hearings across the state and solicit feedback from stakeholders including trucking companies, utilities, railroads, labor organizations, environmental justice advocates, and vehicle manufacturers

Task force must submit findings and recommendations to the Governor and Legislature within two years of its first organizational meeting

Task force dissolves 30 days after submitting its final report
