Eliminates the current 16-hour per 24-hour period cap on private duty nursing services for Medicaid managed long-term support services enrollees who are 21 years of age or older

Allows eligible adults to receive up to 24 hours of private duty nursing services per day if the severity of their illness requires it, as determined by the Commissioner of Human Services

Requires the Commissioner of Human Services to apply for federal State plan amendments or waivers to secure federal Medicaid funding for the expanded coverage

Takes effect on the first day of the seventh month following enactment, with the Commissioner authorized to take preparatory administrative action before that date
