Establishes a minimum Medicaid and NJ FamilyCare reimbursement rate of $950.00 per day for pediatric special care nursing facilities (SCNFs) that provide specialized long-term care to medically fragile children and youth up to 21 years of age.

Eligibility for the minimum reimbursement rate requires facilities to comply with all applicable State and federal laws and regulations concerning licensure, patient safety, and quality of care.

Requires the Commissioner of Human Services to apply for necessary State plan amendments or waivers to ensure federal financial participation under Medicaid and the Children's Health Insurance Program.

Appropriates funds from the General Fund to the Department of Human Services to implement the reimbursement rate increase.

Takes effect 60 days after enactment; currently affects four pediatric SCNFs in New Jersey: Children's Specialized Hospital (Mountainside and Toms River), Phoenix Center for Rehabilitation and Pediatrics (Haskell), and Voorhees Pediatric Facility.
