Requires the New Jersey Department of Children and Families (DCF) to adopt policies and procedures providing licensed child care facilities with security services, equipment, or technology to establish safe environments for enrolled children, within available appropriated funds.

Mandates the Commissioner of Children and Families to confer annually with each child care facility's owner or sponsor to advise on available funding, agree on security measures to be provided, and set approval timelines.

Grants the Commissioner final decision-making authority when the department and a facility owner cannot agree on the types of security services, equipment, or technology to be provided.

Provides civil liability immunity to child care facilities and their employees for security-related actions under this act, except in cases of gross negligence or willful misconduct.

Takes effect on the first day of the third month following enactment, with DCF authorized to take anticipatory administrative action and required to adopt implementing regulations including a list of allowable security expenditures.
