Creates a new state funding formula for preschool student transportation services in New Jersey, separate from the existing K-12 transportation aid formula.

Requires the Commissioner of Education to determine the statewide average cost of preschool transportation within 30 days of enactment and develop an aid formula within 60 days.

Guarantees each school district receives at minimum the statewide average transportation cost multiplied by the number of preschool students eligible for transportation services.

Mandates the statewide average preschool transportation cost be recalculated and reported in each Educational Adequacy Report (issued every three years), with annual adjustments for inflation using the Consumer Price Index.

Removes preschool students from the existing K-12 transportation aid calculation, establishing preschool transportation as a distinct funding category.
