Expands expungement eligibility to individuals convicted of multiple third or fourth degree crimes who can demonstrate clear and convincing evidence of rehabilitation

Courts may consider six factors when evaluating rehabilitation: nature/seriousness of crimes, circumstances, date of offenses, age at commission, contributing social conditions, and evidence of rehabilitation (good conduct, treatment, education, work-release participation, recommendations)

Applicants may have no more than two disorderly or petty disorderly persons convictions in addition to the third/fourth degree crimes being expunged

Excludes individuals convicted of first or second degree crimes, or any sex offense as defined under N.J.S.2C:7-2

Amends N.J.S.2C:52-2 and N.J.S.2C:52-7 to incorporate the new expungement pathway and require petitions to include required information for each conviction sought for expungement
