Creates the Palisades Cliffs Preservation Council as a 10-member political subdivision with representatives appointed by the governing bodies of Jersey City, Hoboken, Union City, North Bergen, Weehawken, West New York, Guttenberg, Cliffside Park, Edgewater, and Fort Lee

Establishes the Palisades Planning Region covering land within 2,000 feet east of the cliff crest, requiring council approval for any development exceeding height limits that would obstruct the sightline to the eastern half of the Hudson River

Grants the council authority to establish development review fees, prepare criteria for height limit variances within 18 months, and develop model land use ordinances for municipalities in the region

Requires the council to consider factors including traffic impact, effects on neighboring municipalities, affordable housing units, distance from cliff face, and prior government approvals when evaluating development applications

Authorizes the council to seek injunctive relief in Superior Court for violations, with the act applying to all proposed developments that have not yet received all required government approvals
